RAPID stands for "Revitalising Areas by Planning, Investment and
Development". It is a focused initiative by the government to target
the most concentrated areas of disadvantage in the country. New Ross and
Wexford were designated RAPID areas under Strand II of the nationwide
RAPID Initiative. Strand I targeted 25 urban centres with the greatest concentration of disadvantage for priority funding under the National Development Plan. Area Implementation Teams, with the assistance of local co-ordinators, drew up local area action plans, triggering the frontloading of investment under the National Development Plan during 2002 and 2003. Strand II targeted 20 provincial towns, including New Ross and parts of Wexford Town in a similar fashion. Community and Voluntary participation is at the heart of the RAPID Programme. RAPID Structures have been devised to give communities a strong input into the plan for their own areas. The Programme is also about facilitating closer co-ordination and better integration in the delivery of local services. Area Implementation Teams were established in New Ross and Wexford to develop a plan for their areas. This was done by bringing together local State Agency personnel (Health Board, Local Authority, VEC, Dept of Social, & Family Affairs, FÁS, etc) the local Partnership Companies and residents of the local community. Proposals from these plans are approved by the SIM (Social Inclusion Monitoring) group of the CDB and forwarded to ADM Ltd (Area Development Management Ltd.) for dissemination to Government Departments. Regular reports are submitted to ADM by Government Departments and SIM groups on the implementation of the Programme. Strand II of the RAPID Programme, the provincial towns strand, was launched in February 2002. Lead responsibility for Strand II of the Programme transferred to the Department of Community, Rural and Gaeltacht Affairs from the Department of Environment and Local Government in July 2002. Twenty towns around the country have been selected for priority attention under Strand II of the Programme. Local area implementation teams have been established. Plans, in consultation with the relevant line Departments with responsibilities for various programmes e.g. health, housing, education, etc. and with the support of ADM Ltd., have been prepared, please find RAPID Plans for New Ross and Wexford below. These initial plans were submitted to the National Co-ordinator in ADM Ltd. in July 2003.
